BBMP invites bids for construction of skywalks on DBOOT basis

The Bruhat Bangalore Mahanagara Palike (BBMP) has invited bids from interested agencies for construction of the skywalks equipped with lifts and with or without escalators at 8 selected locations in the city. These bids are being invited under the design, build, own, operate and transfer (DBOOT) parameters. The advertisement rights are being offered for a period of 20 years in order to recover the cost of construction, operation and maintenance of these skywalks. The earnest money deposit (EMD) required for each location is Rs. 2 lakh.

Under the terms, each location is being treated as a separate tender. Applicants will have to submit separate tenders for each location. The specified locations being offered for construction and maintenance of the skywalks will include near Little Flower School, Hosakerehalli on outer ring road, Madiwala shopping complex on Hosur road, near Manthri mall on Sampige road, Miller road, near Bhagawan Mahaveer hospital, NR colony, near Ambalipura gate on Sarjapura road, near Mayura bakery in White Field and in front of SJES college, KR Puram.

The eligibility criteria specify that the applicants should have achieved a minimum financial turnover of Rs. 2 crore in any of the last three consecutive years and should have a net worth of Rs. 2 crore during the current financial year. The project will have to be completed within 3 months from the date of issue of the letter of acceptance. Delay in completion of the project will attract a penalty of Rs. 1 lakh per month for the first three months of delay. If the project gets delayed even beyond this period, BBMP will cancel the contract and forfeit the bid security amount.

Applicants will have to pay the requisite earnest money deposit (EMD) and the tender processing fee through e-Payment (Online) using any of the following four modes.

a) Credit Card, b) Direct Debit, c) National Electronic Fund Transfer (NEFT), d) Over the counter (OTC).

The applicants will have to prepare and submit the bids in two parts; the first part will comprise the EMD and the technical bid and the second part will contain the commercial bid specifying the price offer and commercial terms and conditions.

Applicants will have to submit the duly completed proposals on or before 4pm on May 26, 2012 through the e-procurement portal. The technical bids will be opened on May 28, 2012 at 4.30pm.
